Report When Usage Limit Is Reached

It would be nice to know how many times the usage limit has been reached on a service with a usage limit set, such as a Network Analysis Service.  It would also be nice to know what IP is reaching the limit.  This could be give an indication that the limit needs to be increased or an indication that something is abusing the service.
