I think if Esri is moving towards ArcGIS Pro, the road network management should be available in that platform... or at least some version thereof... alternatives in the meantime are welcome
Catherine Spahr Can you provide some clarification in terms of what you mean by road network?
In ArcGIS Desktop they have the Road Network Management for Local Government but it appears to only be able to be executed and established through ArcMap... then there is all this other local govt stuff that uses pro (like citizen reporter). It would be easier just to have everything in Pro I guess. We have nothing yet established for the Twp for public works and I would prefer to do it all in Pro.

I quickly checked out Road Network Management | ArcGIS for Local Government and see that this solution uses Attribute Assistant. I'd imagine that could be one of the current challenges in bringing this to Pro (Pro 2.1 due out in January will begin to implement Attribute Rules which will be the "attribute assistant" of ArcGIS Pro, except that attribute rules will work for services as well as local data!)...
Anyway, good input, I'll make sure this is seen by the solutions team responsible for Road Network Management.
Hi Catherine Spahr. I just read What’s New with ArcGIS Solutions (February 2020) and it includes Road Network Data Management | ArcGIS Solutions for Local Government for ArcGIS Pro 2.5. Maybe you've already found it, but just wanted to share in case you hadn't seen the announcement yet.
