Scale Range Tab for all Zoom Levels and Lable Class Zoom Levels

I would like to see a Tab in the Table of Contents that will list each Feature Classes Zoom Level Settings and label Zoom Level Settings.  This will allow for fast configuration of mapping layers.

For Example:

Feature Class                                        Zoom Level                                       Labeling Zoom Level

MainPipe                                               Out: 1:5,000, In: 1:100                      Out: 1:4000, In: 1:1000
