For AGOL, Portal for ArcGIS, etc.
Please allow the Incident Analysis widget to use a negative buffer to locate features.
Right now we can configure it to use a minimum buffer distance of -15 and it adds back the default +10 to use the -5 foot buffer to locate the single item fine.
The widget then get hung up after clicking a radio button of the results.
This option gives us some slack if the GIS layers are a bit out of alignment for the overlap processing.
