Geoprocessing tool to report long description of layer

    sdelayer -o describe_long : Gives information on a layer such as the current spatial index, the layerID, system units etc that cannot be found through ArcCatalog.  Create a tool that returns all the information about a layer, so you don't have to go looking in the SDE user system tables.
