When working with annotation in an SDE environment the editor is not allowed to change any of the Annotation Class symbology or placement properties without requesting a schema change to the layer. This makes it incredibly difficult to use. Like label classes, the ability to alter the appearance of annotation classes should be in the hands of the editor, not the database administrator.
