If a network share that the server config files is on goes down or gets deleted, ArcServer crashes and will not startup. You may not realize why all of a sudden it is not starting. You may try and uninstall/reinstall ArcServer with no success.

ArcServer handles when you delete the config files, it should be able to check the network share to make sure it exists before erroring out.
