I have about 30 database connections in ArcCatalog between different users, Prod/Dev/QA servers, services, etc. Be nice to be able to create "folders" similar to windows to organize these in within ArcCatalog.

This would be a great addition.
I have connections to various weather servers, 4 different states gis data connection and multiple other connections. It would be great to be able to group them by content.
i.e. Weather, State1, State2, State3, State4, etc...

If you are talking about being able to group the *.sde database connection files into folders, this already exists. All you have to do is right click on one of those database connection files and select copy. Then navigate to the desired folder in the folder connections section, right click, and select paste. You can easily set up a folder structure on your local machine (ex: in your My Documents folder or wherever) to save all of your database connection files to, and/or you could set up a shared set of folders (such as on a file server) to save these connections to so everyone could get to certain ones. For example, I have read-only default version connection files saved out to the server so anyone can get to it to use for map production/visualization purposes, but versioned editor connections are saved locally by individual users. As a matter of fact, the
Geoprocessing tool to create these files
has a paramater of output folder so you can specify during file creation where you want those files saved.
