Being able to edit the map content of a web map, and changing the URL (from a development server to production server). That way, you don't have to re create the symbology on the layers
Exactly. All of my web maps are "living documents" – if they have to be static I can probably just publish an image instead.
If this same feature is present in the Portal it is going to become even more of an issue. We are planning to make a paradigm shift where all employees can create and have access to their own maps. If inserting a layer breaks the map the entire concept fails – most staff are not technical, they have other jobs to do.

What I have is a web map where I needed to move some of the layers around
in the table of contents. The ID field is not updated in the JSON file so I
was trying to figure out a way to point them back to the correct layer
without having to go in and manually change every ID number. It looks like
your export to CSV or JSON just grabs the map, at the actual layers inside

So this may not do exactly what you want it to do, however it was useful with updating urls. ArcGIS Online Assistant It's pretty awesome. I used to assist with updating our map service urls to https. The only issue we ran into was that we had to save the web maps after editing the urls for feature layers. Once we did that everything was awesome. Good Luck!
As of the December 2017 update to ArcGIS Online you can now update the URL of layers in your map from HTTP to HTTPS, or from a staging version of the layers to a production version of the layers. This is done through the map's item page.
