Feature Class Properties dialog in 10.3 (ArcMap and Pro)

Please make it available in ArcMap Catalog and ArcGIS Pro Project Pane. Since 10.x, when Catalog was introduced in ArcMap, the the menu item in the right context menu disappeared. It was was carried over into Pro and the only way to retrieve it in both ArcMap and Pro is to add the data on the map.

Should not be that difficult to make it available in the Catalog or the Project panel.
