We need to have better ability to control who has the rights to edit an ArcGIS Online hosted feature service. Currently, if a hosted feature layer has editing enabled, all users who have access to this layer have the ability to edit it. I currently have a use case where there is a group of 5-6 users who need to update a feature layer, and there is also a seperate group of users within the organization who should be able to view this feature service, but not make changes to it through editing. Beyond that, I would like to also make the layer public so that in can be embeded in a map on a public facing web page, and of course the layer should not be editable to any user from outside our orginazation under any circumstances. This use case is not currently supported with ArcGIS Online. This use case is applicable to many situations where a status layer is updated by a controlled group, and a larger group of internal and/or external users need to view the layer.
