I do not know if you looked in Microsoft Azure Marketplace ArcGIS Enterprise and then did the steps indicated in the attached images. I was able to solve everything in that way. I hope it helps you.

Hi There, When using Azure storage for my map caches (registered through a ArcGIS Server data store item) it appears that I can't generate the cache directly there - I have to generate the cache on disk and then copy it into storage. Cache creation in Azure is supported at version 10.6 onwards. I'm having connectivity issues since I migrate my database to SQL Azure (Iaas) and try to use the ArcGIS Desktop. Is necessary any additional configuration to avoid the connection problem? Takes more than 50seconds to draw the object to the map. I'm using ArcGIS 10.5 with SQL 2016
Hi Collin, I was referring to Arcgis Pro. I will attach a document that I found about implementing Arcgis Desktop in the cloud. This is a option if you want to use the desktop, we can not implement this because we have 80 users in our team. Regards.
